What is the proper way to pack your pipe with cube cut to get one time light and enjoyable continual smoke that comes from burley?

I fill loosely and tamp lightly. I really don't think there is a way to keep cube cut lit for a whole bowl.

I gravity fill to the top. It usually takes a couple of charring lights to get it even across the top, but those little nuggets are like charcoals, once they get going. I don't usually have a problem keeping them lit. I smoke it in a tall, narrow Country Gentleman cob.

I've done both with equal success, which is to say "moderate" success.

Sterling's "Double Eagle" is a good one to try.
